<\/p>\n<\/b>Telebiella is a television broadcaster, originally cable-based, created in 1972 by Giuseppe Sacchi, known as Peppo, a former RAI director, in a former boarding school located in the center of Biella.<\/p>\n
The broadcaster was the second private Italian television station to break the RAI public monopoly, six years after Telediffusione Italiana Telenapoli in Naples. Giuseppe Sacchi took advantage of a loophole in the postal code which, dating back to 1936, did not include a ban on the existence of cable television. Telebiella was therefore registered in court on April 20, 1971, as a “Periodical newspaper via video.” <\/p>\n
Telebiella’s cable transmissions were inaugurated on April 6, 1972, with a presentation message by Ivana Ramella, wife of Giuseppe Sacchi. Telebiella was a home-grown broadcaster: Sacchi, using a portable video recorder, broadcast his own daily news program. <\/p>\n
Despite the focus on information, with news programs and talk shows, Telebiella also hosted the first “light” entertainment broadcast not produced by RAI, the now-historic Campanile in vasca. Other cable broadcasters soon emerged in various regions of Italy, sometimes with the help of Telebiella itself, or explicitly inspired by it and Telediffusione Italiana. <\/p>\n
Clearly, the reaction from RAI and the political world was not long in coming. The government issued the “Consolidated Law on Communications,” which unified all means of remote communication into a single category, thus making private channels illegal. Then, by decree on May 9, 1973, the Minister of Posts, Giovanni Gioia, ordered the deactivation of Sacchi’s equipment, warning him to proceed within ten days (“Gioia decree”). The issue became of national political relevance because the secretary of the Republican Party, Ugo La Malfa, protested against being kept in the dark about the government decree and demanded Minister Gioia’s resignation. He did not obtain it and withdrew external support for the government led by Giulio Andreotti, who was forced to resign the following June. <\/p>\n
In the meantime, the Ministry of Posts had waited in vain for the June 1 deadline; the owners did not comply with the order, so the decree was executed: the cable connecting the broadcaster to the city network was cut. Telebiella then launched a courageous legal battle. Sacchi had the brilliant idea of having a friend report him for violating postal regulations (because they contravened the monopoly assigned to RAI). Newspapers told his story, and cable TV was soon on everyone’s lips. All news outlets spoke of “Telebiella reported”; the case was further expanded when the Magistrate, Giuliano Grizi, interrupted the proceedings against Sacchi and, as a judge a quo, raised doubts about its constitutionality before the Constitutional Court. The Court accepted most of Sacchi’s arguments and, in a 1974 ruling, declared the unconstitutionality of Articles 1, 183, and 195 of the “Consolidated Law” regarding cable television, which reserved the television monopoly to the State. A subsequent ruling, also in 1974, liberalized the placement of repeaters for foreign television networks (French Antenne 2, TMC-Telemontecarlo, RSI \u2013 Italian-language Swiss Radio and Television, and TV Koper-Capodistria) on national territory. The following year, Parliament issued Law 103\/75 (the “Reform Law”), which authorized single-channel cable transmissions and also the over-the-air repetition of foreign broadcasters (France, Switzerland, Monte Carlo, Capodistria) on Italian territory. <\/p>\n

Telebiella resumed broadcasting via cable, accompanied by an over-the-air radio channel, Radiobiella.<\/p>\n
Prominent television personalities supported Telebiella; one of these was Enzo Tortora, who was then on a collision course with the state TV. Bruno Lauzi broadcast a program dedicated to the history of song from the Telebiella studios. <\/p>\n
Furthermore, Ezio Greggio, a native of Cossato, made his debut at eighteen on this very station and later became a well-known television personality.<\/p>\n","protected":false},"excerpt":{"rendered":"
